Investment in Ukraine's Digital Transformation

The European Union invests in the development of digital services in Ukraine to integrate with European standards.

To ensure state services are efficient and accessible, reliable partners are essential alongside technological solutions. The European Union is allocating 10 million euros for the enhancement of Ukraine's digital services and their integration with European norms.

“Our collaboration with the European Union forms the foundation of our digital resilience. Together, we have successfully implemented numerous significant projects: from the Trembita data exchange system to the user-friendly government services in Diia. Our current goal is not just to digitalize but to fully synchronize with the EU's digital space. The new funding will allow us to implement Trembita 2.0 and adapt data management to European standards. We are confidently moving towards integrating Ukraine into the EU Digital Single Market,” stated Oleksandr Bornyakov, Acting Minister of Digital Transformation.

Where the funds will be allocated:

  • Cross-border services. We will support Ukraine's entry into the single market for services, goods, and capital with EU countries.
  • Trembita 2.0. We will update the system that enables registries to interact more effectively, improving government operations.
  • Data control. We will launch a system that shows when officials accessed your personal data.
  • Development of administrative service centers. We will modernize the “Vulyk” system to connect more centers and enhance their functionality.
  • European standards. We will implement new data management practices similar to those in the EU.
  • Training specialists. We will support the Center for Digital Competences to prepare experts in e-services.

“Even amid full-scale war, Ukraine continues to develop a digital state and pursue digital eurointegration. The European Union supports these efforts by investing in solutions that strengthen institutional resilience and help create efficient, safe, and modern government services for millions of Ukrainians,” emphasized Asier Santillan, Head of the “European Integration, Governance and Rule of Law, Civil Society” section of the EU Delegation to Ukraine.

The partnership with the EU in digital transformation has been ongoing for nearly a decade. During this time, joint investments have exceeded 80 million euros and have laid the groundwork for services that are now part of everyday life for millions of Ukrainians.

The project is being implemented by the Estonian Academy of Public Administration.

“The Academy of Public Administration has been working with Ukraine since 2012, supporting the country's digital transformation through reforms and crises. This long-term partnership proves that digital solutions are not just technology, but also trust and the ability of the state to serve its citizens under any circumstances,” emphasized Hannes Astok, Executive Director of the Academy.
