New Property Insurance Mechanism in Ukraine

A new property insurance mechanism will be implemented in Ukraine starting in 2026, providing compensation for businesses affected by war risks.

Starting January 1, 2026, Ukraine will introduce a new property insurance mechanism covering war risks, which will offer direct compensation for damages to businesses located in frontline areas and partial compensation for insurance premiums for businesses across the country. 
According to the Ministry of Economy, this program is part of the "Made in Ukraine" initiative. The Export Credit Agency (ECA) will administer it.
Only enterprises that are participants of the program at the time their property is damaged due to Russian aggression will be eligible for compensation.
The new war risk insurance mechanism is regulated by the Order approved by the Cabinet of Ministers of Ukraine on November 28, 2025, No. 1541, which came into effect on December 1, 2025.
Direct compensation for damages will be granted to businesses whose properties are located in high-risk areas (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv regions, excluding occupied territories). 
The maximum compensation amount will be up to UAH 10 million, subject to actual confirmed losses. 
Participation in the program is voluntary and entails a one-time contribution of 0.5% of the total estimated damage for property declared for participation in the compensation program.
To receive compensation for damaged or destroyed property, it is necessary to register the property in the Register of Damaged and Destroyed Property and submit a claim to the Agency.

The following documents must be attached to the claim: 

  • documents proving ownership, 
  • certificate of tax debt absence, 
  • photos of damage (if available), 
  • inspection act,
  • technical condition report, 
  • evidence of destruction/damage (acts/certificates from the State Emergency Service, the national police, etc.) 
  • technical passport, act, and property valuation report, documents for the signatory.

Compensation will be calculated within 30 days.
Partial compensation of insurance premiums for businesses across Ukraine.
Enterprises can receive compensation for part of the insurance premium for property insurance contracts covering war risks. The state will compensate part of the rate exceeding 1%, up to UAH 1 million per contract.
Thus, if the insurance policy rate is 6%, the state compensates the difference – 5%, but not exceeding UAH 1 million.
To participate in the insurance premium compensation program, a contribution of UAH 5,000 must be paid to the ECA account when submitting each application.

To receive partial compensation for the insurance premium, it is necessary to: 

  • choose an insurance company, sign a contract with it, and pay the insurance premium.
  • submit a claim for the insurance premium compensation to the ECA along with the document package.
  • receive compensation within 30 days.
