The President of Ukraine, Volodymyr Zelensky, has approved a new law aimed at enhancing the digital infrastructure, which sets specific requirements for mobile internet.
This was announced in Telegram by Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov.
«Today the President signed law No. 12094, which establishes clear requirements for communication quality. This is another significant step towards faster and more reliable mobile internet for all Ukrainians», the message states.
With the enactment of this law, the internet speed that mobile operators must provide becomes a mandatory standard. The state sets a minimum level of service quality for consumers, and operators will be required to comply with these standards.
Quality control of internet access on smartphones is also being enhanced. Ukrainians will be able to conduct speed tests, and real data will be automatically sent to the National Commission for the State Regulation of Communications and Informatization (NCCIR). This will allow the telecom regulator to quickly identify problem areas for improvement.
Another innovation is the lifting of the moratorium on operator inspections. It is expected that this will encourage them to actively develop networks in rural areas and cover regions where there is still no service.
The law also ensures the continued operation of national roaming: after the martial law is lifted, Ukrainians will be able to switch between operators to stay connected in emergency situations.
It is worth noting that the European Commission has approved granting Ukraine access to the «Roam like at Home» policy, which will allow Ukrainians to use mobile services in the EU without additional costs. The official joining is expected to take place on January 1, 2026.
