As of April 1, a new law prohibiting advertising and sponsorship of gambling came into effect in Ukraine. However, only certain provisions of the law are currently in force.
According to an article on dev.ua, a new regulatory body for the gambling industry named "PlayCity" has been established today, replacing the CRAIL, which is being completely dissolved. Instead of traditional inspections, a controlled gaming concept is being introduced along with restrictions on access to illegal gambling websites and mobile apps.
Advertising of gambling is strictly prohibited, with a few exceptions:
- on television and radio during nighttime hours (from 11 PM to 6 AM);
- in media targeted at individuals over 21 years of age;
- on platforms and search engines aimed at audiences older than 21 years.
Sponsorship is also banned, except for sponsorship in sports.
Additionally, the offering of free bonuses, participation of military personnel, volunteers, and celebrities in advertisements, as well as the use of military themes, is prohibited.
The law mandates the blocking of illegal websites, stricter requirements for game organizers, and bans licensing for individuals with tax debts. All gambling transactions must be conducted exclusively in cash through bank accounts.
Lotteries are also subject to most of the gambling business restrictions. The law sets reputation requirements for officials, imposes tax debt regulations, and limits connections with aggressor states.
Moreover, spending limits and gaming duration are established, mandatory breaks are enforced, and "control purchases" are required during inspections with video recording. Accepting credit bets is prohibited.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with a decision by the National Security and Defense Council taking effect on April 20, 2024.

The liquidation procedure of the Gambling and Lottery Regulation Commission will commence on April 1.
