In Ukraine, there are over 2 million fines for traffic violations, of which 1.5 million (75%) have been closed without payment due to the inability to collect the debt. According to Opendatabot, the number of unpaid fines has increased by 43% since the start of the war.
The majority of debtors are men, accounting for 92% of cases (1.8 million). Women only make up 8% of unpaid fines.
Most violations are recorded among the age group of 25 to 45 years (64% or over 1.28 million debts). Drivers under 25 account for 13% of fines (approximately 252,000). Another 23% of debts are from individuals over 45 years old (about 469,000).
Leading the list of offenders is the Dnipropetrovsk region with 211.5 thousand fines (11%). It is followed by Kyiv (193.7 thousand), Odesa region (146.9 thousand), Kharkiv region (125.9 thousand), and Kyiv region (106.3 thousand).
Among the record holders is a 27-year-old man from Vinnytsia with 1,056 fines.
Additionally, it is noted that in the first half of 2025, the register recorded 375,810 debts for unpaid fines.
