New Opportunities for Parents of Children with Disabilities in the Reserves+ App

The Reserves+ app now allows parents of children with disabilities to obtain deferments without unnecessary formalities.

The well-known app for conscripts «Reserves+» has expanded its functionality, allowing parents of children with disabilities to obtain deferments without waiting in line and unnecessary paperwork. This was reported by the Ministry of Defense of Ukraine.

The system quickly checks data in state registries, and results appear on the user’s smartphone.

Deferments can be obtained by:

  • parents of children with disabilities under 18;
  • parents of adult children with disabilities (group I or II).
  • If both parents are conscripts, each can submit a separate deferment request through “Reserves+”.

The main condition is that the information about the established disability must be current and entered into the information systems of the Ministry of Social Policy. To submit a request through “Reserves+”, you need to update the app to the latest version in AppStore or Google Play (it is advisable to enable automatic updates). Then, you need to log in to the app, tap on the three dots on the main screen, select “Submit a deferment request”, and choose the type of deferment. After that, send the request and wait for a notification with the result.

The system may deny the deferment if there is missing information about the child or their disability in the state registries.

Data can be updated online via the Electronic Cabinet for persons with disabilities. If the child is not registered, they must be registered first. Data can also be updated at state institutions. In case of refusal, the system will suggest where to turn — to the nearest administrative services center (ASC) or social security office (SSO) at the place of residence.

"If you are advised to contact the SSO/ASC, keep in mind that it is faster to do so at the SSO, as their specialists can immediately make changes to the registry. The procedure at the ASC may take longer, as documents are sent for processing to the SSO," the ministry noted.

If the registries are temporarily unavailable, you should repeat the request later.

Records of disability in the registries must be valid. If the validity of the disability document has expired and the child has not undergone a re-examination, the service will be unavailable. In this case, there is no need to update data — a request can be submitted after receiving a new document.

When visiting the ASC or SSO, it is necessary to have the child’s birth certificate or ID card, child’s TIN (if available), pension certificate (if available), medical conclusion on disability for minors, certificate for adults, TIN of one of the parents, and an extract about the registered place of residence.

For users of the Electronic Cabinet, scanned copies of these documents are sufficient, originals are not needed.

If the system still does not find the child, an ASC or SSO specialist should check the data with the applicant to look for input errors.

Deferments in "Reserves+" can also be obtained by students, postgraduates, parents of three or more children, and others. The deferment process occurs through the exchange of data between state registries and typically takes only a few hours.
