Impact of War on Ukraine's Healthcare System

An analysis of the damages to Ukraine's healthcare system during the war, recovery needs, and strategic development directions.

In the three years of the full-scale war, Ukraine's healthcare system has suffered losses amounting to $19.4 billion due to Russian aggression.

This was reported by the Ministry of Health referencing the Fourth Ukraine Rapid Damage and Needs Assessment report.

Experts analyzed the period from February 24, 2022, to December 31, 2024. The most significant damages to the healthcare system were recorded in the following regions:

  • Donetsk – 37.8% of the total;
  • Kharkiv – 12.6%;
  • Luhansk – 12.5%;
  • Kherson – 7.3%.

Compared to the previous assessment released in February 2024, overall losses in the healthcare sector have increased by 9%.

The needs for recovery and reconstruction over the next decade have risen by 14%.

The number of damaged healthcare facilities has increased by 36.7%, and pharmacies by 2.2%.

“This figure is interim. However, it is clear that the healthcare system requires substantial investments and their rational use. To ensure maximum effectiveness, strategic priorities have been identified.”

“This year, the Health System Development Strategy until 2030 was adopted. We have two key vectors: ensuring the resilience of the system in wartime while also focusing on recovery, combining it with reform processes and enhancing efficiency according to the principle of ‘better than it was’,” said Health Minister Viktor Lyashko.

It should be noted that according to the Ministry of Environmental Protection, the full-scale war has inflicted over €65 billion in damages to Ukraine's environment.
