New Defense Funding Packages for Ukraine from NATO

NATO has announced new defense funding packages for Ukraine, exceeding 2 billion dollars.

Six NATO countries have financed four military aid packages for Ukraine, totaling more than 2 billion dollars under the PURL (Prioritized Ukraine Requirements List) initiative. This was stated by President Volodymyr Zelensky.

He reminded that this program was created jointly by NATO and the USA and started in August 2025. The first package worth 578 million dollars was financed by the Netherlands. The second package, amounting to 495 million dollars, was provided by Denmark, Norway, and Sweden. The third package of 500 million dollars was funded by Germany, while Canada announced another package for the same amount. The supply of the first two packages began in mid-September. Additionally, the USA has finalized arrangements with Canada and Germany for the third and fourth packages.

“The program is functioning well and provides substantial assistance, as it allows us to purchase American weapons with funds from our partners in the Alliance. This includes missiles for Patriot and HIMARS,” emphasized Zelensky.

Currently, the American side is coordinating the fifth and sixth packages with Ukraine, while work has also begun on the seventh, eighth, ninth, and tenth packages. Lithuania, Latvia, Estonia, Luxembourg, Belgium, and Iceland have expressed their readiness to contribute to the fifth package.

In October, Ukraine plans to further enhance this program, aiming to add one billion dollars monthly. The PURL initiative is aimed at ensuring rapid delivery of military systems and weapons that can be purchased from the USA, to strengthen Ukraine's position and create conditions for achieving a just and lasting peace.

The PURL mechanism is a joint initiative of the USA and NATO, designed to expedite the supply of weapons to Ukraine. Within this program, Kyiv compiles a list of its most critical weapon needs and shares it with its allies.
Partner countries finance the purchase of American weapon samples that meet the stated needs. Funds are deposited into a special NATO account, after which the weapons are purchased directly from the USA.
