New Emission Monitoring Regulations in Ukraine

The Ukrainian government has introduced new regulations for real-time emission monitoring to enhance environmental oversight.

The Ukrainian government has approved a new regulation concerning real-time emission monitoring. According to the Ministry of Economy, the new mechanism requires operators of facilities to send data obtained from automated measurement systems directly to the ministry and the State Environmental Inspectorate.

The new system will apply to:

  • operators of facilities with integrated environmental permits who are required to install monitoring equipment;
  • operators of facilities that voluntarily adopt such systems.

"Operators must register automated measurement systems electronically through the Unified Environmental Platform "EcoSystem." The transmission of monitoring results in real-time will be automated through the Ministry of Economy's API, which integrates into the platform," the ministry stated.

This initiative aims to improve the state’s environmental monitoring system and fulfill Ukraine’s international obligations; for businesses, it reduces the risks of misunderstandings with regulatory bodies, increases transparency and the reputation of enterprises; for the public, it provides free access to environmental information regarding industrial emissions levels.

As a reminder, since the beginning of 2025, taxpayers have paid nearly 3 billion UAH in environmental taxes, which is 0.9% more, or 26 million UAH higher than the same period last year. In 2024, the tax payment reached 2.942 billion UAH.

Note: The environmental tax is a mandatory state payment based on actual volumes of various emissions, discharges, waste disposal in the environment, and temporary storage of radioactive waste beyond the period established by special license conditions.

According to Greenpeace, last year greenhouse gas emissions associated with semiconductor manufacturing for artificial intelligence increased more than fourfold: energy consumption for chip production rose by 351%, while emissions increased by 357%.
