Kyiv court affirms the legality of the memorial cemetery construction honoring fallen servicemen.

The Kyiv District Administrative Court has confirmed the legality of the construction of the National Military Memorial Cemetery. The Supreme Court has also halted the cancellation of the land transfer decision for the cemetery, emphasizing the project's importance for public interest and honoring fallen servicemen. This was reported by the administration of the memorial.
The Kyiv Ecological and Cultural Center filed a lawsuit against the Cabinet of Ministers, demanding the annulment of the government resolution dated March 1, 2024, concerning the removal of green spaces during construction. The court denied the lawsuit, affirming the legality of the government's decision.
On September 24, the Supreme Court approved the request of the National Military Memorial Cemetery in the case of the public organization “Marhalivka. Support.” The court suspended the cancellation of the Kyiv Regional State Administration's order regarding the transfer of land for the cemetery. As noted in the ruling, halting the project could lead to “significant and irreparable negative consequences” for public interest and the rights of families of the deceased whose burials are planned at the Memorial site.
“The National Military Memorial Cemetery is a space of memory and tribute to those who gave their lives for Ukraine. Its construction is a matter of national importance and our collective duty to the fallen Heroes, their families, and the Defenders, whose names remain unknown,” the statement reads.
In July 2025, it was reported that the National Military Memorial Cemetery in Kyiv Oblast had prepared the first 6,000 burial sites.
