The President of Ukraine, Volodymyr Zelensky, has signed a new decree activating the National Security Council's decisions aimed at safeguarding business and promoting economic growth.
This information has been released on the official website of the President.
In accordance with the decisions made, Ukraine is implementing a moratorium on unjustified inspections of enterprises and interference from state bodies in business activities during martial law. The goal is to ensure the economic security of the state.
Key initiatives outlined include:
- The government must take action to activate the identification and recovery of assets belonging to individuals under sanctions within three months.
- Within a month, the government is obliged to take steps to protect the rights of foreign investors, including those with foreign capital.
- For low-risk enterprises and authorized economic operators, restrictions on inspections will be implemented, except for those dealing with excise goods.
- Additionally, it is planned to eliminate the duplication of functions among regulatory bodies and enhance the transparency of inspections by establishing a unified information database for state supervision.
Separately, the National Security Council recommends that the Verkhovna Rada urgently pass a number of bills, including:
- on strengthening business protection during criminal proceedings;
- on investment compensation through taxes;
- on reforming state supervision;
- on the accountability of officials in regulatory bodies;
- on the use of seized Russian assets.
Oversight of the implementation of this decision has been assigned to the Secretary of the National Security Council, Rustem Umerov, and the decree takes effect upon publication.
