Starting January 1, 2026, Ukraine may join the "Roam like at Home" mobile space proposed by the European Commission. This will allow Ukrainians to use mobile services in EU countries without additional costs, just like EU citizens do in Ukraine.
The agreement covers calls, SMS, and mobile data at domestic rates, ensuring access to emergency services and equal quality of connection. The existing voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
This decision needs approval from the EU Council. The Commission noted that Ukraine has fully aligned its legislation with EU roaming rules, which was a prerequisite for integration.
This is the first area where Ukraine will gain the status of an internal EU market according to the Association Agreement.
