The European Investment Bank (EIB) is initiating an assessment of a new social housing project, with the first agreement expected to be signed by 2025.
This was announced by Kristina Mikulova, head of the EIB regional representation in Eastern Europe, during an interview with "Interfax-Ukraine".
"This will be the first such initiative in the housing sector implemented in cooperation with EIB. We are currently awaiting a decision from the Cabinet of Ministers, which will establish the necessary regulatory framework. Simultaneously, we are conducting a technical and economic assessment and hope to sign the first agreement by 2025," Mikulova stated.
She emphasized that social housing is a vital area of cooperation for the EIB, which is also a priority for the Ukrainian government.
Mikulova noted that this is currently a pilot project that will allow testing the approach and methodology for establishing a social housing system in Ukraine.
"We understand that the selection of municipalities to participate in the pilot will be conducted by the Ukrainian government based on transparent and clear criteria, and that a methodology will be applied that can later be scaled up," she added.
The process of creating the model is happening in close collaboration with experts from the EIB and the European Commission, who are assisting in adapting EU experiences to the Ukrainian context. One of the key tools is the JASPERS advisory assistance program, which supports EU countries and candidate countries in preparing quality projects.
"JASPERS began operating in Ukraine in October 2024, with social housing being one of its first priority areas, alongside energy and transport. JASPERS experts are already collaborating with Ukrainian partners at our office in Kyiv," Mikulova concluded.
