As of the end of November 2025, the total tax revenues, fees, and other payments received by the state budget of Ukraine amounted to 2.33 trillion UAH. This information was released by the Ministry of Finance of Ukraine.
"According to preliminary data from the State Treasury Service, 2.33 trillion UAH was received in the state budget from January to November 2025," the report states.
It is noted that the main contributions from taxes and fees were secured through: 486.6 billion UAH – VAT on imported goods; 324.6 billion UAH – personal income tax and military levy; 278.3 billion UAH – VAT on domestically produced goods (total collected 444.5 billion UAH, refunded – 166.2 billion UAH); 277.3 billion UAH – corporate income tax; 255 billion UAH – excise tax; 67.8 billion UAH – dividends and profit shares; 49.7 billion UAH – import and export duties; 39.6 billion UAH – rent payments for natural resources usage.
In addition to the profit of the National Bank of Ukraine amounting to 84.2 billion UAH transferred in April-May, international grants remain an important source of income at 381.2 billion UAH.
Overall, from January to November 2025, a total of 3.3 trillion UAH was received in taxes, fees, and other payments to both the general and special funds of the state budget. The cash expenditures of the state budget during this period amounted to 4.54 trillion UAH, including 3.54 trillion UAH from the general fund.
Contributions to pension and social insurance funds from the Unified Social Tax from January to November 2025 totaled 593.1 billion UAH, of which 55.8 billion UAH was received in November.
