The Cabinet of Ministers of Ukraine has approved a distribution of 1.4 billion UAH in additional financial support for 360 local community budgets, as well as regional budgets in war-affected areas, for the third quarter of 2025. This information is provided by the Ministry of Finance.
The subsidy is aimed at compensating for income losses of local budgets caused by hostilities, temporary occupation, or proximity to the front line.
In particular, 635.7 million UAH is allocated for 164 local budgets as compensation for personal income tax losses. An additional 383.8 million UAH will go to 81 communities as compensation for land use tax losses.
Furthermore, 77 communities will receive 38.3 million UAH as compensation for losses related to property tax, excluding land, while 38 communities will receive 56.8 million UAH as compensation for losses from the single tax.
The Ministry of Finance reports that 297.3 million UAH has been directed to the regional budgets of Donetsk, Kirovohrad, Odesa, Poltava, and Sumy regions as compensation for corporate income tax losses.
"The state consistently supports communities affected by the war or located near the front line. This year, local budgets in such areas have received over 15.9 billion UAH in additional subsidies," the ministry stated.
"It is crucial for communities to effectively utilize these funds – to support schools, hospitals, social services, and local economic development," they added.
The Ministry of Finance also reminds that the additional subsidy to local self-government bodies is a mechanism of financial support that helps communities in affected areas maintain the operation of critical institutions and preserve financial stability during wartime.
This subsidy is provided for in the law "On the State Budget of Ukraine for 2025".
