Kyiv's Budget: New Challenges and Opportunities for 2025

Kyiv City Council discusses the budget for 2025, which includes significant expenditures for social programs and infrastructure development.

Today, December 5, the Kyiv City Council is set to approve the budget for the upcoming year, estimated at over UAH 90 billion. The council will also discuss the Economic and Social Development Program for 2025 and the city’s development strategy until 2027. Mayor Vitali Klitschko emphasized the importance of these decisions at the beginning of the meeting.

«We have reviewed the budget project in the Kyiv City Council committees and submitted proposals. The budget for 2025 is planned at over UAH 90 billion. This is higher than the starting budget of this year. It is crucial that the budget is balanced, ensuring that the most critical sectors receive funding. Nearly UAH 32.4 billion is allocated for education, but the issue of school meals remains unclear, and we expect support from the state on this matter.» – stated Vitali Klitschko.

He also reported that over UAH 18.6 billion is allocated for transportation, as public transport remains subsidized due to low fares and lack of compensation from the government. Klitschko emphasized that only UAH 8 billion is planned for public transport subsidies next year.

«Over UAH 7 billion is earmarked for the housing and communal sector in the budget. We must provide residents with services and repair systems. Almost UAH 10 billion is planned for social protection, as the number of people in need of support is increasing. Kyiv has 750 thousand pensioners and over 160 thousand people with disabilities, a number that continues to grow.» – added the mayor.

Nearly UAH 6.5 billion is also allocated for healthcare, which is crucial as this sector is undergoing reform and providing assistance to residents and defenders.

«We preliminarily plan to allocate UAH 5 billion to support the Armed Forces, which should be reflected in the city program «Defender of Kyiv». This sum is solely for the material and technical support of military units. Next year, we plan to seek opportunities to increase these funds.» – the mayor emphasized.

Vitali Klitschko noted that deputies must realize their responsibility for ensuring the city's livability. «The city is a living organism that needs maintenance. Kyiv should be an example for other cities, showing that Ukraine is working on all fronts.»

Today’s meeting is also expected to approve the Economic and Social Development Program for 2025, which allocates over UAH 12.5 billion for the implementation of projects across all areas of urban management.
