Increase in Utility Debts in Ukraine

Statistics on utility debts in Ukraine as of September 2025.

As of mid-September 2025, Ukraine has recorded 788,507 enforcement proceedings due to unpaid utility services. This is a 13% increase compared to July 2024, and more than double compared to January 2021. This is reported by Opendatabot.
The largest number of debtors is found in Dnipropetrovsk region — 150,506 or 19% of all proceedings. In second place is Kharkiv region — 128,217 (16%), followed by Donetsk region — 81,536 (10%), Poltava region — 57,605 (7%), and Zaporizhzhia region — 53,797 (7%), according to the study.
According to analytics, the lion's share of debts concerns heating services — 330,236 cases (42%). Water debts follow — 162,455 (21%) and housing maintenance — 96,265 (12%). There are also significant debts for electricity (87,708) and gas (75,522).
It is noted that women are the most frequent debtors — there are 438.3 thousand proceedings opened against them (56%), while against men — 350.1 thousand (44%).
The main burden of utility debts falls on people aged 46–60 years — 302.8 thousand proceedings (38%). In second place is the group aged 36–45 with 194.7 thousand proceedings (25%). Almost the same number of debts is held by people over 60 years old — 194.1 thousand (25%).

As a reminder, the debt of Ukrainians for housing and utility services reached 106.6 billion UAH as of the second quarter of 2025. In Ukraine, an increase in housing and utility tariffs for the population is inevitable and sooner or later they will rise, stated the first deputy head of the National Bank, Serhiy Nikolaychuk.
