The Ukrainian government has submitted a revised draft of changes to the state budget for 2025 to the Verkhovna Rada.
This was announced by the head of the parliamentary budget committee, Roksolana Pidlasa.
Key points of the final government proposal: expenditures are set to increase by 449.8 billion UAH, including:
- +412.4 billion UAH - defense spending (of which +215.9 billion UAH for the procurement of weapons and equipment),
- +18.1 billion UAH - increase of the reserve fund,
- +4.6 billion UAH - funding for meals for primary school students across all regions and grades 5-11 in frontline areas,
- +3.4 billion UAH - a new program by the Ministry of Digital Transformation for the purchase of technology and equipment testing advanced defense tech solutions,
- +3.1 billion UAH - procurement of medications for state-funded treatment of cancer, viral hepatitis, rare diseases, hemophilia, etc.
- +2.77 billion UAH - to increase the charter capital of the Innovation Development Fund (also under the Ministry of Digital Transformation),
- +1.5 billion UAH - a subsidy to local budgets for the development of military lyceums that foster patriotic education among children,
- +1.16 billion UAH - support for war veterans and their families (monetary aid payments and insurance compensation),
- +0.8 billion UAH - continuation of the establishment of the National Military Memorial Cemetery,
- +0.65 billion UAH - for the Ministry of Justice for salaries in the penitentiary system.
- According to Roksolana Pidlasa, the changes were balanced primarily through OVDP and over-performance of revenues:
- 184.9 billion UAH - increase in funds raised from OVDP,
- 147.5 billion UAH - over-performance and expected over-performance of budget revenues (primarily regarding personal income tax, profit tax, excise on imported goods),
- 65.1 billion UAH - reduction in expenditures on OVDP servicing,
- 46.7 billion UAH - reduction in debt servicing costs (interest for using borrowed funds) due to currency exchange rates and restructurings,
- 3 billion UAH - reduction in expenditures for guaranteeing state debts.
The Verkhovna Rada is expected to review the proposed budget changes within the next two weeks.
