Kyiv's Pechersk police department, in collaboration with the Security Service of Ukraine, has uncovered that the vice-rector of a prominent capital university failed to exercise due diligence during the organization of a major renovation of the educational institution.
According to the investigation, in 2022, a contract was signed between the university and a private company for carrying out capital repairs. Subsequently, the official signed a completion certificate indicating that the contractor had fulfilled all contractual obligations.
However, as it turned out, by 2025, no repairs had been conducted. Furthermore, the project documentation necessary to determine the scope and cost of the works was never developed.
Despite this, the university unjustifiably transferred over 2.1 million hryvnias to the contractor for the nonexistent renovation, resulting in significant losses to the state budget.
Based on the collected evidence, the prosecution has charged the former vice-rector under part 2 of Article 367 of the Criminal Code of Ukraine – negligence that led to severe consequences.
The penalties under this article can include up to five years of imprisonment and a prohibition on holding specific positions or engaging in certain activities for up to three years.
