In Kyiv region, a scheme has been uncovered that allowed individuals to obtain driver's licenses faster than legally permitted. Local residents offered money for the preparation of necessary documents to take the practical exam. Law enforcement has already notified the suspects of their charges.
Investigators of the capital's police, together with operatives of the Internal Security Department, discovered that a 40-year-old man, the director of a driving school, decided to create an illegal business targeting aspiring drivers. He recruited accomplices and assigned roles among them.
One of the participants was responsible for finding clients, advertising services near service centers, discussing details with those interested, collecting money, and distributing it among the group. He then passed the personal data of clients to his associate, who handled the preparation of forged documents claiming that the clients had completed driving training.
The accomplice, using the organizer's personal key, gained access to the database and entered false information about the clients' practical training completion. As a result, she created a forged certificate needed to take the exam. The completed documents were sent via messaging apps.
For this service, the criminals demanded 8,000 hryvnias.
Law enforcement conducted searches at the suspects' workplaces and residences, seizing seals, document templates, flash drives with digital signatures, cash, and other evidence of criminal activity.
Depending on their roles, investigators from the Podil Police Department have already charged the participants in the scheme under several articles of the Criminal Code of Ukraine, which could result in up to 15 years in prison.
The Podil District Prosecutor's Office of Kyiv is overseeing the prosecution.
